About the Role SNC-Lavalin Fayez Engineering is seeking an IT/Telecom Enterprise Architecture Senior Manager to join the Owner's IT and Telecom Infrastructure team. This full-time role involves overseeing the operation, maintenance, performance, and continuous improvement of mission-critical Data Center and Telecom systems for a large-scale project. The position requires strong technical expertise, leadership capabilities, and experience managing complex infrastructure operations within transportation or public infrastructure environments. Key Responsibilities Lead and oversee the operation, maintenance, and lifecycle management of the Data Center and Telecom infrastructure, ensuring high availability, reliability, and operational excellence. Act as the Owner's representative for all IT and Telecom operational matters, ensuring compliance with contractual obligations, project requirements, and industry best practices. Manage, supervise, and provide technical direction to the IT and Telecom Operations & Maintenance (O&M) Contractor, ensuring services are delivered in accordance with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). Lead a multidisciplinary team of specialists, engineers, inspectors, and technical experts responsible for monitoring and auditing the performance of IT and Telecom assets and associated maintenance activities. Establish and implement performance management frameworks, monitoring tools, KPI dashboards, and reporting mechanisms to measure contractor effectiveness and system performance. Ensure proactive maintenance strategies are implemented to maximize system availability, minimize downtime, and improve asset reliability. Monitor and manage telecom systems, including fiber optic networks, communication infrastructure, WAN/LAN networks, wireless systems, CCTV, passenger information systems, and other operational technologies supporting public transport services. Oversee Data Center operations, including servers, storage systems, virtualization platforms, backup and disaster recovery solutions, and network infrastructure. Ensure compliance with all applicable cybersecurity regulations, standards, and policies within the Kingdom of Saudi Arabia, including risk management, vulnerability assessments, incident response, and security audits. Coordinate with internal stakeholders, contractors, consultants, and government authorities to ensure seamless operation and integration of IT and Telecom systems. Review and approve maintenance plans, technical reports, operational procedures, and asset management documentation. Identify operational risks and develop mitigation strategies to ensure business continuity and uninterrupted transport services. Support future technology upgrades, system enhancements, and digital transformation initiatives across the project. Qualifications and Experience A minimum of 10 years of experience in IT/Telecom infrastructure operations and management. Demonstrated leadership capabilities in managing complex infrastructure operations. Experience within large-scale transportation or public infrastructure environments is required. Strong technical expertise in Data Center and Telecom systems. Required Skills Proficiency in managing IT and Telecom infrastructure, including fiber optic networks, WAN/LAN, wireless systems, CCTV, and passenger information systems. Expertise in Data Center operations, including servers, storage, virtualization, backup, and disaster recovery. Knowledge of cybersecurity regulations, risk management, and incident response. Ability to establish and implement performance management frameworks and monitoring tools. Strong communication and coordination skills for engaging with stakeholders, contractors, and authorities.
